SHARE Curriculum for 4th & 5th Grades

The S.H.A.R.E. (Sexual Health And Responsible Education) agenda item will be discussed at the July 25 Washoe County School District Board of Trustees meeting beginning at 2:00. Attend the meeting to speak your peace on the topic. This agenda item will probably won’t be discussed until 3:00 p.m.

Details of the Sex Education Curriculum Agenda Item

The July 25 SHARE agenda item on 4-5th Grade has raised many concerns.

  • It goes well beyond the Nevada state requirements.
  • It seems to be non-compliant with existing Policy and Regulation as I can explain. I note the regulation 6142.1 is not included in the agenda support materials.
  • There may be a conflict with Reg 6144 on Religious Rights. If we deviate from written regulations, that could open a can of worms for litigation and holding others accountable for other regulations (double standard- do as we say not as we do).
  • The changes made by the Committee were posted on the website but never formally sent out for review.

The main concerns are that the committee changed “boys” and “girls” to an unprecedented “Boys and people with a penis” and “Girls and people with a vulva.” It also introduces gay relationships, a topic which exceeds any state education requirements.

To clarify the statement, “The material complies with national standards” is incorrect! There are no federally approved standards. The term was taken by a private, biased group and should have zero influence on curriculum. To the best of my recollection, the Board has never had these standards.

Additionally, there are some claims, perhaps by WCSD that, “There is no reference anywhere at all to ‘dental dams’ or ‘Saran Wrap,’ and the terms ‘male’ and ‘female’ are used throughout.”

Upon further research, I learned that the lessons containing the terms “dental dams” and “Saran Wrap” are apparently taught at a higher grade level, and not at the 4th or 5th grade. They are, however, in the district’s sex ed curriculum and materials.

“Grade or age appropriate” is a matter of opinion. I disagree with Board President Smith’s statement, “The proposed 4th and 5th grade curriculum are grade appropriate and meet the Nevada Academic Content Standards.” The proposed curriculum far exceeds the National Academic Content Standards in this sex ed curriculum, and therein lies the problem. Why are they including more content in certain areas of the SHARE curriculum than is mandated?

Suggestions

Given a possible snafu with regulation compliance and my concerns about the expansive curriculum, I suggest the following:

  1. Take no immediate action.
  2. Direct the Superintendent to 100% re-write the Reg and follow the 13-day review procedure.
  3. As such, void any recent SHARE Committee actions and re-constitute the committee opening it up for applicants.
  4. Update the Policy 6140.
  5. Review proposals with attention to laws on religious rights and Admin Reg: 6144.1 (and update that reg as needed).
  6. Then, send it back to the SHARE Committee for open hearings and public review. Note: This was voted on June of 2022, 13 months ago, and since then we have had major changes in staff (from Superintendent, her leadership team, and more) to the Board. All supporting a fresh start on this.
  7. Align instruction more closely with the NRS mandates.
