Ethics Complaint Filed Against Clara Andriola

Polling Location and Campaign Office at the Same Location

Tuesday’s County Commissioner agenda (4/23/24) included an item for “acknowledgement” of the Registrar’s list of polling locations. Tracey Hilton-Thomas, who has been bringing election violations and solutions to the attention of commissioners since 2021, requested that the item be removed from the consent items and amended to remove the polling location which shares the same address as Commissioner Andriola’s campaign headquarters (6600 Wingfield Parkway, aka Red Hawk Resort).

After Hilton-Thomas’ comments, Registrar of Voters Cari-Ann Burgess asked to speak to Hilton-Thomas about her concerns outside of chambers. Burgess stated she was not aware the location was shared by Andriola’s headquarters. She told Hilton- Thomas that they would have to remove the location but was concerned that the location was already on the sample ballots that were already at the printer. Hilton-Thomas suggested that the Registrar could push out public announcements through their usual channels and then place a sign at the location to direct any voters to nearby voting locations. Hilton-Thomas thanked Burgess for talking to her and then left for the day.

Several hours later when the consent items came up for discussion, Commissioner Herman did request the item be removed from consent with much chaos and confusion from Chair Hill. Commissioners Herman and Clark asked if the record could be read back so as to clarify the exact issue with the item. After much discussion, the vote was split 2/2 with Herman and Clark voting in the negative (Garcia was not in attendance). Hill stated the item would be brought back at the next meeting.

Hill then backtracked and stated that the item must be resolved that day because, once again, the board was receiving the information too late to allow it to be postponed. (Shocker!) The voting locations were already on the sample ballots which have already been sent to the printer. Not one commissioner asked the Registrar why a phone call couldn’t be made to tell the printer to remove the location or block it out. Sample ballots do not have to be “mailed” until May 8th according to the Registrar’s website.

Andriola made great efforts to deflect, telling the commissioners, Registrar, and District Attorney that it was “just an office” and that the office would be closed during early voting and on election day (as if this was a matter of electioneering). She even promised to be injected with sodium thiopental IF it was done by a professional. (Just a little dramatic for a commissioner, don’t you think? I really recommend watching the video!) The DA chimed in on queue and assured the board that there were no concerns of pecuniary interest. Hill furthered support for the location in a shameless plug for disenfranchisement, which doesn’t hold water when there are 48 other voting locations.

The Registrar stated she could assure the board that location would not be used for the general. But, it would cause some hardship to not use it for the primary. This further demonstrated the Registrar’s maladministration of this issue and lack of understanding that the District 4 race only really matters in the primary! Well, it worked on Clark. He agreed to change his vote! Thankfully, Herman stood her ground. As a result, Hilton-Thomas kept her word and has filed an ethics complaint citing Andriola’s violation of 9 laws within the NRS.
